Bengaluru, November 5, 2025 – In a landmark move to future-proof its workforce, the Karnataka government today launched the Skill Development Policy 2025-32, backed by a massive ₹4,432 crore investment. The policy aims to position Karnataka as a global talent powerhouse by bridging the critical employability gap among students and youth through innovative, industry-aligned training programs.

A Vision for Tomorrow’s Workforce

Karnataka, already a leader in IT, biotechnology, and start-ups, recognizes that rapid technological advancements demand a skilled talent pool. The new policy focuses on four pillars: integrating vocational education into mainstream schooling and higher education, prioritizing digital and AI skills, fostering industry-led training, and expanding apprenticeships.

“We are not just training for jobs; we are building a generation ready to lead in the AI-driven economy,” said a government spokesperson during the launch event.

This holistic approach targets students from Class 9 onwards, ensuring early exposure to practical skills alongside academics.

Key Highlights of the Policy

• Vocational Integration in Education: Vocational courses will be mandatory in schools and colleges, with flexible credits allowing students to earn certifications in high-demand fields like coding, data analytics, and robotics.
• Digital and AI Emphasis: Special modules on AI, machine learning, cybersecurity, and cloud computing will be rolled out in partnership with tech giants. The goal? Equip 5 million youth with future-ready digital skills by 2032.
• Industry-Led Training: Collaborations with over 500 companies will design curricula, provide trainers, and offer real-world projects. This ensures skills match market needs, reducing the infamous “skills mismatch” that plagues fresh graduates.
• Apprenticeship Revolution: A target of 1 million apprenticeships over seven years, with stipends, on-the-job training, and guaranteed pathways to employment. Sectors like manufacturing, healthcare, and green energy will see major boosts.

The ₹4,432 crore allocation will fund infrastructure upgrades, trainer development, digital platforms for online skilling, and subsidies for underserved communities, including women and rural youth.

Bridging the Employability Gap

India’s youth unemployment hovers around 23% for the 15-29 age group, largely due to a disconnect between education and industry requirements. Karnataka’s policy directly tackles this:

• Early Intervention: Starting in schools prevents the “degree-but-no-skills” trap.
• Inclusive Reach: Mobile skilling units and regional hubs will extend benefits beyond urban centers like Bengaluru and Mysuru.
• Measurable Outcomes: Annual audits and placement tracking will ensure transparency and impact.
