Karnataka’s Deeptech Leap: ₹36 Crore for Two Cutting-Edge Centres of Excellence in Dharwad

In a landmark decision that signals Karnataka’s ambition to democratize innovation beyond Bengaluru’s Silicon Valley halo, the Karnataka Cabinet has greenlit ₹36 crore for the creation of two Centres of Excellence (CoEs) under the Local Economy Acceleration Programme (LEAP). Located in Dharwad, these hubs—one at IIT Dharwad and the other at IIIT Dharwad—are set to redefine the state’s role in defence technology, Industry 5.0, quantum AI, and deeptech entrepreneurship.

This isn’t just funding—it’s a strategic pivot to build Tier-2 innovation ecosystems that can rival global tech corridors.


The Two Pillars of LEAP: What’s Being Built?

1. Defence Technology & Industry 5.0 CoE

Host: Indian Institute of Technology (IIT) Dharwad
Budget: ₹18 crore
Mandate:

  • Incubate 100+ deeptech startups in robotics, unmanned aerial vehicles (UAVs/drones), autonomous systems, and smart manufacturing.
  • Foster public-private-academia-defence collaborations with DRDO, HAL, and global OEMs.
  • Develop Industry 5.0 prototypes—human-AI cobots, digital twins, and resilient supply chains.

Target Outcome (2028):

  • 50+ patents filed
  • 30+ startups securing Series A funding
  • 5+ tech transfers to Indian Armed Forces and PSUs

2. Quantum AI & Computing CoE

Host: International Institute of Information Technology (IIIT) Dharwad
Budget: ₹18 crore
Mandate:

  • Train 1,000 quantum-ready specialists (students, researchers, and industry professionals).
  • Build quantum simulators, algorithms, and hybrid AI-quantum frameworks.
  • Enable secure communication, drug discovery, and financial modeling use cases.

Target Outcome (2028):

  • 500+ certified quantum developers
  • 10+ industry pilot projects
  • India’s first open-access quantum cloud node in a Tier-2 city
